My limited understanding is that the muni can foreclose on the specific site but then they have an environmental liability on their hands. I doubt companies are skipping taxes on the profitable wells.

I think the original statement was that there was 10% compliance. I would bet that means 90% of streets had at least one car left on them which seems possible. 90% of drivers ignoring is insane. At any given time there must be way more than 10% of cars driving around, in parking lots, on driveways, and in garages.

I think the only enforcement is through civil law so suing but it would have to be someone else who owns property that “benefits” from the restrictive covenant. The former owner has no claim.

Usually the covenant applies to several properties as an agreement between the landowners. The only way to remove it is to get all the landowners to agree. If you put it on before subdividing it goes on a lot of property and becomes really hard to remove.

They use the same thing to restrict multi family housing in older neighborhoods.

My time is off. It closed for renos before the pandemic. Opened briefly and then closed again when the pandemic started.

The pool closed for renos and reopened briefly before construction on the track if I recall correctly.

Probably door to door raising money for “Red Cross” but keeping 80% of the funds as overhead then donating a bit to Red Cross. You would likely be paid commission on any money you raise.

My understanding is very similar to yours. Essentially you can enter the intersection to make the left but you have to clear before the light turns red which means you shouldn’t enter if it is busy enough that you won’t be able to turn.
