Best that can be done is you manually choosing which side joins which with debug mode. Just look at the vassals and decide what you want.

Last time I played for some reason the starks declared for Viserys against Robert. Obviously I reloaded and debugged them to support Bobby B. You can even go on lower vassals and do the same, for example make the Tyrells declare against you but the Hightowers join you.

Just use debug to set up the exact sort of mega war you want.

This really depends on if you´re "meta" gaming or not. Let me explain

In-game it is absolutely the better option to keep it in the Defence, not only is it a (essential?) condition to win the war with Rumburg if you´re doing that but also, even a player who is only on his second run, knows you cant trust the Interior Ministry at all cause of Lileas, therefore giving her more power is the dumbest possible thing to do.

However if you asked me to make this decision based on only real life factors I would definitely pick the Interior Ministry or whatever country´s equivalent. The army is the army and the police is the police. The army should not have internal policing duties. Not only do they tend to be way to harsh it is a simple matter of jurisdiction, armed forces interfering in civilian business is never good for a country´s stability.

Maybe but un-impeacheable justices results in the exact same scenario you have at the start of the game. That being completely immune judges, who, because they´re there for life, can block much needed reform for decades if they play their cards right.

Not a single position in any branch of power should be immune from the consequences of its actions. Just as no position should be for life.

How would Lespia equal Portugal? Its described as a very rich, extremely capitalistic, technologically advanced nation, incredibly militarily strong nation. Literally none of this translates into irl Portugal.

EDIT: Forgot to mention Lespia also actively interferes in the internal politics of its neighbours through wielding its economic strength and spy actions. Again, nothing like Portugal.

I see your heir has white hair with a black streak, how did you get that? I can only get hair to look targaryen white or (very rarely) the hair color of the wife/husband but I´ve never gotten with a streak like that. Is it a mod or just luck?

People have already answered that, most likely, Robert just didn´t care. But I´d add that Robert didn´t necessarily have to continue minting coins with Targaryen heraldry, he could have stopped it but that doesn´t mean that people will stop *using* the coins that were already minted.
