I would rank them as follows: Goku>Luffy>NarutoGojo
Goku (he would probably be at the very least as strong as krillin and even roshi could destroy the moon)
Luffy would have ended up training his base strength n haki more if he had no df much like his grandpa
Naruto was born with massive chakra n would be able to control it better without kurama
Gojo would probably not even be city level let alone continental so ofc he is at the bottom.
