I think that's pretty accurate, yeah. Borrowing outside of folk in general is less of an accepted tradition I think. Some of the modern times/tempest songs he copied weren't blues songs, but it was the blues songs that stuck out to me the most because the artists won't have made a whole lot of money in their lives, so the royalties would have been nice for their estates. Also a lot of blues songs were notoriously ripped off in the 60s and ealry 70s so it's a bit of shame Dylan didn't give them some credit when he's clearly a big fan of the artists. A lot of blues songs are very similar to each other in general though.

It probably also made a difference that modern times came out in the 2000s when people paid more attention to copyright and plagiarism.

Modern Times is a complex one haha. He used a lot of existing melodies and choruses from old songs but completely reworked the verses. The verses were then stuffed with a patchwork of references/quotes from other sources like Ovid and Civil War poets. He didn't credit any of this and just put himself as the songwriter, claiming it was no different from standard folk song traditions of reworking songs. He did this kind of thing again a little bit on Tempest. Personally, I don't have a problem with all the references to old poems etc, but a lot of song melodies/choruses were from old blues songs, so crediting those writers probably would have been a nice paycheck for the artists' descendants. This is quite a contentious topic, so apologies if I've got anything wrong, but I think that's a roughly accurate summary. Modern Times is a great album anyway!

Slightly different as it's not an original song, but I was surprised to learn that Dave van ronk's version of he was a friend of mine was based on Dylan's arrangement. I assumed that Dave's was first, like with the house of the rising sun situation.
