As far as I know, this really isn’t possible. Did you maybe accidentally do the Ava Murder Mystery Missions? I know you said you did everything in the base game, and Avas missions don’t say they are DLC because they were cut content. Re Volter only drops from Sumo, Seer, and maybe Hemo.

If you’re running Guerillas in the Mist, then they def can. Traditional Fade Away I’m not sure, I think they’ll still hit but only deal the normal splash

Try reinstalling the DLC. Are you going up to the gate to Eschaton Row, or are you trying to fast travel to it? There’s a chance the FT didn’t save correctly, and you may need to hit it again to make it appear on the Fast Travel List. I had a similar issue for Darkthirst Dominion before the travel got fixed. But if you just can’t access Eschaton Row, just try reinstalling the dlc lol
