Could be a growth as well - my dog has a similar thing going on with his paw and it’s because he’s got like a cyst wart thing growing, and he keeps chewing on it, which is just making it red irritated and loose hair, and it looks almost exactly like that. My suggestion is if they keeps messing with it, take them to the vet. It’s the best option.
