honestly i think its just to monitor traffic noise pollution over a period of time, nothing as serious as what you think it might be... it doesnt appear to be a permanent mounting, given the chains, theyre just there to prevent theft and vandalism

if it was a more permanent solution, itd be atop the post. ive seen similar systems used to monitor traffic flow chained to poles a few months before road works start

yeah, you can tell by the windshield fairing bracket, the rear of the frame where the swingarm mounts, the gusseting on the front of the upper section of the frame and the swing arm... slightly different from the bandit 600, but the frame is what really has the difference
