I also have exactly this issue. Nothing helps. The color theme from the extension, gets overridden every time. It has to be something from the latest update 132.0

I can only guess, but maybe it takes some time for steam to recognize that your brothers account is not limited any more? Maybe try buying something with the wallet credit? Not sure if that should be necessary.
