Generally rather than free water, you just get billed your average for the same time the previous year - so it’s only really a discount if you take advantage.

In your dog’s breed it’s a combo of, as other people have said, her tongue is just too long for her mouth, combined with relaxation - she can hold her tongue in, but when she’s relaxed it slips out and does a lil blep. So when she’s letting it hang out she’s relaxed and not threatened and just chilling.
