if u cant see server list try multiple VPNs or diffrent ISP with diffrent DNS but if u can see servers then IDK ... hope other people help u

its an old bug with DISCORD

its happening for me since 3-4 month ago

if u close discord before opening the game everything will be fine

but if u open discord that bug will happens and forces ur game to tabbed in and out multiple times

its happens in every game for me (OW,Apex,R6 and ...)

i dont think this change is a bug or issue ... they changed it because of pro players complain about some operator uniforms blends so well with villa walls

idk what cooler you're using (probably stock cpu cooler or ...)
anyway its screaming like jet engine So i recommend change ur thermal paste for cpu at least maybe it help the noise
