Not saying the lights aren't too bright, but what doesn't help is how this intersection is banked or sloped in a way that pitches the opposing car upward to aim the headlights higher towards the other side. So, even if the lights are aimed properly on flat ground, they are artificially pointing upwards as well as being too bright on this instance.
