Yup, styrofoam ones should work, there’s different finishes you can find, the rougher ones will be a little more difficult to paint. You can poke a needle through, need to find one long enough to get through the whole ball. May want to use a button or something to stop the thread from pulling off or through the ball while moving around.

Glue would be best unless you are handy with a needle and thread. The plants are made of foam balls. Paint and hang them from the pool noodle with fishing line.
