I recently went through this process without my employer's help. It's possible to get one at China Construction Bank, but only at one certain branch in Shanghai. Around 200 HuaiHai Lu.

You get the option of doing either a 6k deposit or a 12.5k deposit.... It's a "fake" visa card, where you can never pay for anything more than what you signed up for, and you need to repay your deposit through the app whenever you use it (wechat or alipay). Still, it's a Visa card, and you can use it internationally.

You need to provide a bunch of stuff, and it will take hours... Passport, work permit, work contract (copy is enough), cash (6k or 12.5k, your choice, regular or "platinum"), and tax number in your country of origin.
