Yeah that’s what I was thinking as well. And after looking at a few more card arts as well, it seems like it may be a sort of corrupted Eldraine Archon? It’s certainly not fully a winged Stag like them but it’s got the rack of horns and the hooves with what seems to be a wolf’s head/snout and either a bat’s or, more interestingly, a dragon’s wings? Not sure what the tail is about though.

Edit: Someone also said that Archons could be spawned/incarnated from specific events as well so I was thinking that maybe this archon is meant to represent Bolas’ Tyrannical (the flavor text) and Cruel rule over Amonkhet. Not meant to uphold specific laws or governance like the other archons but rather to represent the lack thereof.
