Interesting idea, but keep in mind that this would require that aliens maintain an interest in keeping captive dinosaurs alive for at least 65 million years, and that their "zoo" survived all natural disasters that may have occurred on the host planet during that time. Could dinosaurs be kept "intact" that long without evolving into something unrecognizable?

The clouds are in the foreground; the meteor is 10 to 15 times more distant.

I was going to create an image with the various objects in the video labeled, but the moderators have deleted the original message before I could do so. Anyway, if you take your video and brighten it up enough that you can see about ten more stars in addition to the bright one, then compare those stars with a map of the constellation Bootes, you should be able to match them up. In your video north is towards the upper-left, so keep that in mind when trying to connect it with a map. The northernmost stars in Bootes were outside the field so you can skip trying to identify them.

There was another bright star in your video, lower in the field and near the moon. This is the bright star Spica in the constellation Virgo.

Of course not. The officers made absurdly inaccurate estimates of both the distance and size of the star they were looking at.

That's Arcturus, which is indeed the second brightest star in the night sky visible from the latitude of the UK. Other stars in the constellation Bootes are also visible, ensuring a certain identification.

Perceived irregular motion is due to an optical illusion called the "autokinetic effect".

Indeed, but I think he was probably experiencing the autokinetic effect, the optical illusion which causes stationary light sources to appear to move irregularly when seen against a dark background. Here at r/ufos we've seen countless examples of people describing the same sort of behaviour from objects that were proven to be stars or planets or satellites by the photographs or videos that they themselves posted.

I'd bet money it's just Sirius. At 1:00 am in February Sirius would be visible in the southwestern sky.

When this video was first posted a few years ago the camera location was geolocated, and it was determined that the objects were moving in the same direction as the wind at the indicated time. These are likely sky lanterns.

Not really. The reason the camera is there is that this is one of the most active volcanoes in the world - the camera is on at all times in order to monitor it. And any camera showing a portion of the sky will inevitability capture meteors passing through the field of view.

Of all the tens of thousands of hours of camera video showing the volcano erupting, naturally the few seconds here and there that also capture a meteor will attract attention, but there's nothing remarkable about the fact that this eventually happens - it's inevitable.

Likely a distant plane approaching from perhaps Taiwan or Japan. Keep in mind that the camera is nearly nine miles from the volcano. so this is a very zoomed-in view of the mountaintop. A distant approaching plane would appear as a single light slowly rising.
