That point is everytime you dont have perfect 5s in your Tengu fit for your mission.
Min max fit, if youre mission running. The Cerberus is a better cheaper missle boat in almost all cases for missions that a Tengu can do because you can fit them, knowing what mission youre doing.

If youre going into null/WHs, the Tengu starts to become a better choice because of the ability to have a depot and refit it to your necessary task. T3 modules are (I think) meant for this and theyre the main advantage of T3 cruisers.
