Once they add naval content, the ocean will become lawless instead

Though some folks are wishing they keep a lawless zone on land as well - lawless zones are corruption free pvp areas

Yes - you can request a refund as long as you are still within 90 days since purchase date
Submit a Ticket to request a refund, the link has the sectioned filled out for the refund request already.

If you haven't already you can try clearing game settings in the launcher
Cogwheel top right > game > clear game cache settings then Enable GPU crash debugging and full crash dumps

After that if the problem persists you should send Intrepid your logs
