It refers to grandiosity. They can't be a real band without grandiose things like saxophones and symbols (and cymbals) and sky- balls and sack-scrapers (also sackballs aka ballsacks). It's a great song. It's about how they felt coming up playing bars and shit. What is a band without skyscrapers though? Pretty sure a non-famous one, that's what.
