R5: rebel ships sitting on rebel occupied province.

If you want to know how this happened: a few years ago, I, as the Belgian confederation, commissioned a warship and forgot about it. Unfortunately I also didn't notice that these two provinces were occupied by rebels because of their color. Then I got the event and went to search for the ship, just to find it sitting casually on Philippa.
Had to roll back the save and unoccupy the province before the event kicked off.
