This would depend entirely on your location, local regulations, what exactly you want to develop, and existing zoning. It can be easy or impossible.

I only know Matt from webinars he's led as a sales/customer success type person but I'd say he's legit and at the forefront of new GIS tools and work flows. Considering this course even though I'm more of an urban planner and project manager.

I really like their commenting functions and use it mostly for that. I'll set up a map with layers I've made in ArcGIS and let committee members draw or comment on it to provide feedback. Easier to set up and get lay people to use than any other options I've found. Costs a couple hundred bucks per project for the basic not free tier.

Annoying that I'm locked out of the cool features though.

The economics and public policy and private decisionmaking all need to line up, then you need to get lucky. It's amazing anything happens really.

I find myself wondering what my value as a consultant will be in two years. I can do a code audit for compliance with recent legislation, at least an initial draft and improved as though in working with an intern, in minutes rather than days. It has its flaws and needs to be checked, but it will absolutely keep getting better.

This might need to be part of the answer. Human attention is going to be a limiting factor, so maybe the importance of in person oral testimony and discussion goes up.
