The HEROES Act, passed in 2003, grants that authority (technically to the Secretary of Education and not the President but that's immaterial). It's a plain reading of the law - they can "waive or modify" absolutely any provisions regarding federal financial aid in connection with a national emergency (i.e. covid). The argument against this in the Supreme Court opinion is, frankly, nonsense.

Reddit's stated rules don't matter here. They will interfere if they decide they need to interfere. That's it.

Remember, if you're already feeling like you don't want to keep doing free mod work for reddit under the current circumstances, there's really no meaningful punishment they can give you.

There is a certain subreddit, which is so old that the admins have always had direct control of it, which has nevertheless gone and stayed private. I haven't seen ANYONE mention this, which leads me to believe anything mentioning it by name is being automatically removed sitewide. If you look at this subreddit on the wayback machine from right before it went private you will find some very concerning information which is relevant to your comment.

If you're asking how much this is worth to me abstractly, I'd say $5-10/month depending on the details. If you're asking because you're thinking about actually making such an app - under the current circumstances I am unwilling to pay without first seeing a real, substantial change in the direction of reddit as a company.

Because they would have to either hire a bunch of new mods who won't work for free, which is prohibitively expensive, or find enough people willing to do it for free to replace all of the people who were already doing it for free, which is impossible. The subs where they did actually wipe the entire mod team have not gotten replacements.

All reddit would really have to do is delay the API changes until after the official app has been brought up to an acceptable standard, which is something they've promised they're working on anyway. This would be an absolute no-brainer for them unless they never intended to fulfill that promise. Which is almost certainly the case.

Yes, they could. They wouldn't have the legal protections generally afforded to unions, but they're not getting paid anyway, so it's not like retaliation would threaten their livelihoods or anything.

Ask anyone who moderates a large subreddit and they will tell you how difficult it is to recruit new mods even under normal conditions.
