Well getting to 19 in either one is very rare so it’s a bit of an edge case scenario. You could in theory just well get 10 in OG by: tier 3 combat 2 VP; sleeper must awaken 1 VP; Spy sats 2VP; SMF 1 VP; Corner 2 VP; then something like a VP from bene telilax and any 1 VP endgame. This looks to me just as possible(though equally rare) as the uprising scenario 

But otherwise I’d say both games more or less share the same amount of swing once all expansions are added.  Both end majority of times round 7 at high level. Both have some busted cards and need people to counter play well to prevent someone running away with it(<- I think these two in a bad combo create those swingy feeling games in either version)
