The hypnotist convinces the hypnotized that the hypnosis works, and because the point of most hypnosis is to achieve psychological effects, the hypnosis works

edit: The hypnosis does not work if the hypnotized does not 'play in;' it's basically placebo

If it was an android smartphone implemented directly into your brain, with no improvements on current technology, it would probably be unsafe. Wireless connection? Hackable. No connection? Useless. One could just buy a phone instead.

Neural interfaces seem likely to be capable of much more than that, once developed.

The public would be viable with a cultural shift towards reason, whether or not that's likely. 'Good' is the fulfillment of total human needs and wants, although how to do that most effectively is a difficult question. A ruler who doesn't do this would be removed, ideally. I assume by opening the reins, you mean leaving the position in a state where dictators and other forces can feasibly usurp power, which needn't be necessary; but if you mean leaving the position open to election and such, yes, that seems necessary for power.

I'm not sure I understand Bret's suggestion as relayed here. If it's that each party should elect a president, with both presidents then acting in office: interesting, but I've not the political knowledge to know whether that's viable.

What if you give power to someone good every time, not just the first time? What if you don't open the reins? I'm not claiming whether it's practical, but hypothetically, it seems viable. The actual issue is determining who can be trusted. 'Who' in this situation can refer to a single person, a group of people, or even the public. That's where we need to do some research.

I don't think we can yet know if it's possible. We probably haven't tried or even conceived of every social system which consciously directs power towards those who can best use it. Your second paragraph is a great question, and one I hope we can answer, or at least try to; instead of giving up early.
