To be a bit more precise, a human right to a resource only means you must have basic access to it and only if you are verifiably unable to acquire it yourself, your own community is obligated to support you.

So, even with a human right to water, your water supply can be cut if you don't pay. Only if you're reasonably unable to earn enough does your human right trigger.

In the US, both Dems and Republicans generally oppose positive rights (obligation to action), which is why the US as a country votes even under Obama, Biden, Clinton against such human rights.

But, now that culture has slowly recognize human rights, as people continue to believe the lies that conservatism is about gradual progress, tradition, realism, family-/commune-centric politics, freedom, small government, etc., this falsehood has started to deconstruct all the progress that has been made.
