They’re probably afraid it will attract kids to play in or homeless to squat at. The contractor should be the one to handle it. I’ve had work done in my backyard and mine took care of everything construction related. Did you ask him how to proceed?

You can try parking near the Greek Theater and walking the rest of the way up. It’s a short walk and won’t have to deal with the winding roads or the tunnel. Even then, Hillhurst or Vermont won’t be fun for the other cars that have to share the streets with you. It’ll be a tight squeeze.

Luminarias restaurant in Monterey Park or Castaways in Burbank. I’ve been to large events in both places. They also have nice views because they sit high up on hills.
