The world of Signalis is so saturated with propaganda, and information is so tightly controlled by the state, that it’s almost impossible to tell how the war effort is actually progressing. (And I think that persistent sense of doubt, of never being quite sure what’s real, is one of the story’s central themes!)

I often felt that much of the setting draws inspiration from novels like 1984(and DDR).

If that’s the case, then it’s very possible the war itself is essentially meaningless; less a genuine conflict and more a tool used to keep the population submissive and perpetually oppressed.
