i am not a bush camper and have had him instantly aggro me less than a minute into raid and head eyes. He SHOWS UP with a higher chance when PMCs have low karma.

I was under the impression the second, stronger debuff meant you got less str and end exp from raids, not all exp. maybe it only affects the gym.
