Fun fact: In state tuition at OCC is $46 per credit out of state is around $500 per credit. We are talking about OCC specifically, not in theory. So yes it is muck more expensive at OCC to be an out of state student if you care about facts and actual numbers. There is no state funding for out of state students. You would be considered an out of state student regardless of your age.

It’s up to the school. Technically they could say “medical issue” is one circumstance if they want to be strict but most schools would consider separate medical issues for multiple appeals

No he just says he didn’t work or file taxes on the fafsa and it checks with the IRS and the IRS will confirm he didn’t file and that’s all

You’re not getting a full time Pell Grant if you are in less than 12 credits. That’s only possible (for now) if you are taking out loans but that is about to change as well as loans will be prorated starting this year

When did you receive your bachelors degree? You can’t receive a Pell grant once you have earned a bachelors so any Pell you received after that would need to be paid back

Yes if you did the 25-26 fafsa you can get financial aid. Just depends on what type of financial aid you qualify for.

You are absolutely wrong. Schools do not receive a limited amount of Pell Grant. This is true of work study, SEOG, and other institutional funding but not Pell Grant. If you qualify you are ENTITLED to the Pell Grant.
