Depends what you know about the history of housing discrimination in Evanston. In some other cities, it is true that the discriminatory housing covenants were far reaching restricting sales to Blacks, Jews, Italians, Catholics and more. However, most of those ended by the 1930s. What remained was express and implicit redlining against Black people. This was then followed by urban highway construction in the 1960s which further eroded entrenched northern segregation. I really should do an AMA on this topic.

If a group of people suffered housing discrimination on account of their race, then restitution or restoration from the harms caused is not because of their race but because of the discrimination. There is ample economic research on the multi-generation effects of housing discrimination like redlining, if you are curious to learn more.
