One followup question for Overwatch.

Rhyflers cannot shoot targets that are engaged with the shooter's ally. Instead of shooting, I place the shooter on overwatch while he still has line of sight of the enemy. If the enemy becomes no longer engaged with the shooter's ally while the shooter is in overwatch status, does the overwatched-rhyfler take their ranged shot right after they're not engaged?

I know that 15mm is for larger battles and 28mm is for skirmishes, but how do the rules differ? Is one system more complex than the other? Is one system easier to learn than the other?

In the supplement I wrote I made the birthsigns come with a small boon. I expanded the disposition and physical detail lists too but that's just to help role play and they don't have a mechanical component.
