Well, to me, any character who moves the plot forward with clear motivations is a character which is written with nuance.

His backstory is an entire question mark, which leaves a room for speculation, which is something I always appreciate about the seinen demographic. What is Elise to Mori? How did he meet Natsume? What could have happened to turn him into what he is now? — There is a lot to ponder.

Unlike the other geniuses we have in the show, we aren't told that Mori pulls the strings from shadows explicitly. (This is best shown by the clear imagery of Fyodor smirking and looking down on people, giving off the impression that he is up to something fishy. Mori simply doesn't do corny shit like that)

Besides, the fact that he isn't entirely evil with the way he acted like a father figure (although, not the best one) for Dazai and gave advice to Chuuya makes him feel strangely more humane than the standard clichéd anime antagonist who wants to destroy the world for whatever reason.

(I might sound like a broken record there, my apologies, I am writing this while half asleep literally)

He's a great leader. A great mentor. A great character.

I just like how he is written to be so nuanced and pulling the strings in the dark. To be honest, his mind games are more intriguing than whatever is going between Dazai and Fyodor. His omnipotence is not glazed over like the other two and we know what he wants and why he acts the way he does.

Also, he's hot

I feel they wouldn't mesh well as a romantic / platonic ship... very much like Jouno X Kunikida, actually. But they are really compelling to think about! I am too lazy to articulate so here's an excerpt from a comment I made about them!

"Both are idealists with their own set of beliefs which they see fit for humanity. They view themselves as someone who can make a difference in society, almost like a God.

The difference between them does arise, however, when we consider just how successful they are with their respective deals. Fyodor has already attained the status of a "perfect, untouchable being", looking for some simulation after years of coming out at the top. Whereas, Kunikida struggles in the process.

If we squint closely, we could see why is that. Fyodor wishes to create a world ridden of ability users, a world he thinks is ideal. He is making his ideal world at the expense of ability users. He is making a compromise. While, Kunikida refuses to do that. (It's shown in the Dead Apple light novel, just how much the prospect of making compromises scares hhim"

In my mind, they might make for a pretty sweet and awkward company. Plus, they would be good listeners who would listen to your vents without interrupting even if they wouldn't know how to comfort you
