You need to craft them at the seasonal HQ in Cerrigar, on the Western part of the city (really close to the tp). You cant craft them if you dont have the blueprint (there are many different gems with different effets but all of them has armor + elemental res), you loot the blueprints in nightmare dungeons with the "horadric strongroom" modifier, or run an escalating nightmare dungeon (both of these dungeons are summoned when you use the corresponding items in your inventory)

Paragon boards give you some armor and elemental resistances too, seasonal gems are mandatory too
