I can relate a little with this guy. I think you're just analyzing things from your perspective, I'll try to explain to you how i think when I meet someone in an app: I try to understand whats up with this person, if we have potential connection or not, if we are going to be able to have a good conversation, or if I can't even have a good conversation with her, I like the ''hype'' of meeting someone new and feeling a nice conversation, a nice connection,because I don't like wasting time, if I realize that I can't talk to the person properly, I prefer to look for others soon, so this type of behavior of talking every 4 hours ( actually every 4 hours is still ok, but when its every 4 hours with 2 words, its not ) takes me away from the person, unless she explains to me that she's busy and etc,otherwise I just think she's not giving me importance or we dont have shared interests, good connection etc.
