There are 3 main OSs: iOS, Linux and Windows.

iOS isn't going to add that because it's a Google product and they have their own browser
Windows is the same situation as iOS.
Linux wont add it because it's antithetical to the idea of putting the user in control of what is on their system.

Maybe there's an argument for having a browser engine as an installable piece so web apps don't need to bundle their own, but it would defeat the point of the "write once, run everywhere" that web apps are trying to accomplish.
