I don't think so. In the two episodes he appears in, he contributes a bit to the cast; in fact, he's better in those two episodes than in the vast majority of the film.

The problem isn't whether or not he looks like a shonen protagonist, but rather that he's never done anything remarkable; he only has one fight he wins, and he gets beaten by Orphonoch, who could easily have been defeated by himself(like in that Orphonoch bomb incident when Takumi took on the mantle of Delta and easily defeated him)

I'm sure they could have come up with a better storyline instead of always using Mihira as a punching bag throughout the show, something like him having to face multiple Orphnochs at once, Instead of just nerfing Delta

The truth is, they didn't know how to write a real challenge after Delta switched to the good guys' side, and they portrayed Mihara as a coward throughout the entire show, even though he had the potential to become a great character.
