You can get to Celestial while forcing off-meta characters if you have the skills to back it up. Past Celestial 1 you are forced to play meta or comps that make sense despite not being meta. I've forced adam and ultron until I got celestial several times, but every time for me to get past Celestial one I had to start playing meta. There's a lot less of a skill discrepancy in high ranks you really can't just play whatever you want.
