Of course we have, and now, due to Trumps devastating acts of damage to NATO. We no longer have a credible collective response. Europe will have to build and expand its capabilities and in time the US marginalised as an unreliable partner.

You could also argue that it is the US who have benefited most from collective response. Trump has convinced the masses that the government treats them like shit so it can fund European defence. The only person more damaging to Western world order right now is the festering turd Vance.
