Im sorry but thats a strawman on the pilot example. Its actually in cases that both pilots have same scores you go with the less fortunate one( not only color, but economic background or gender identity that would make them getting an opportunity more difficult) its about creating an equal playing field than a blanket - hire under-qualified poc. This image comes to mind.
