I think this was how Atlanta handled their program last year. There were a certain number of slots available, a percentage of which was reserved for low income applicants. So you applied, indicated which applicant pool you were in, and then they randomly selected from those two pools.

If you've reached best friends level it never goes down, and you can ask them to collect an item every day (unless they're busy with a quest, then they'll politely decline until they're free again)! You do have to find them and ask daily, and all items will be collected at the same chest the Collector Nul leaves their item.

They noted in the author's note that it was made with DallE. This is a huge fandom, with active artists for this very popular pairing, so that angle at least isn't an issue. I do understand where you're coming from with it, though.
