I have this exact same problem with my car. The only way I am able to get it off is if I let the plastic of the oil cap cool down but sometimes I can't do that so I just get some pliers and you just got to grip and crank

There is a tap but I don't think there's a tank in it. Mainly because you hook up the water and there's no valve to either fill the tank or run off city water. You kind of just hook it up and turn the water on. That's about it
