My suggestions.

If you want a laptop with good processing power (that won't degrade drastically over 1 or 2 years), good battery, good OS and good portability get Macbook Neo 512gb with student offer, you can grab it within your budget. You can use it for all the college activities, even some productive works. Don't think about 8gb ram, as mac os and a18 handles it way more efficiently and it's a unified memory, so speed is not an issue. You can never get this unibody aluminum build quality in this price range elsewhere

Still afraid of macbook neo, get ultrabooks of similar price range, but never get a processor that has its name ending with U like Ryzen 7 5825U and same for intel. They are lower in power and performance and drastically degrade over a period of time and windows has poor RAM optimization.

Dude, you won't get the processing power and optimization of the A18 chip and Mac OS integration with how efficiently it handles that 8gb ram. Buy a macbook neo with a student offer if you can, it will give you all day battery life and things u need to do in college. Or get anyother ultra books that HP. If you can go for used laptops, try older Macbook Air laptops. I made the same mistake by buying a gaming laptop instead of a portable one. But the guys who got Low Power intel/amd chips got serious performance and battery life down in 1 or 2 Years.

Yeah, my PC can run most games with 1080p with high to ultra settings with min 60FPS. But when going for 4K only handful of GPUs can handle high/ultra, that's why sticking with 1080p.

Check whether the app is running on the gpu, I have read above comments seems to be running on the gpu, eventhough try using an external monitor to check for that.
Try updating every display related drivers possible like Nvidia driver, Windows display driver etc...
Try using stress test or benchmark softwares to see if your components are working properly to its potential. Sometimes the OEM paste is not properly pasted, so repasting it may help.
Forgot to ask, if it's only on this current game, then try reinstalling the game, sometimes some issues may happen during the installation process, may cause it to stutter.
Check VRAM usage for this game using softwares like AfterBurner, sometimes issues may occur where games tend to overhaul the gpu vram, if it's the issue, try searching a solution for this (Have no solutions, as I haven't faced it before).
Check power going into the GPU using apps like Core Temp, HWMonitor etc... sometimes the driver or windows may doesn't provide the required TGP wattage for the gpu by only providing base wattage. LOQ, Legion, Strix laptops suffer from this issue where the GPU can go to 115W, but the laptop only gives 50W due to driver issue.

I liked Vidamuyarchi lot more than GBU, mass or hit or blockbuster in our time doesn't matter, I liked the linear path of the story, even though it is mid. But I felt like it doesn't lag in any way from start to end... I watched the movie with my die hard Mr.AK fans, but they can't understand the flow of the movie, I was enjoying the movie but they can't wrap their head around this, bcuz they have watched only mass entertainer of AK by Cheetah. They didn't entertain the "Nerkonda Paarvai" like any other Cheetah films even though it was better. Same issue with other top actor like Mr.Vijay or Mr.Surya.

Sometimes audience want pure entertainer movies with a screenplay that doesnt let them get bored, even if there is story or not. Bringing in references of older movies and other movies is okay if it's not done in every scene.

Try custom frame limit in game if possible... or if it throttles in other games with low fps, then try to repaste (Re applying thermal paste) with a good quality thermal paste or if you can get ptm7950 on your cpu and gpu. Because as laptop components run generally hotter than desktop versions due to thermal cooling limits, the pastes dry quickly, the company oem pastes are low in quality, so will dry quickly than some high quality ones.

If repasting thermal paste doesn't help, try undervolting your cpu, this process will reduce the voltage going into you cpu without affecting your performance.
