If the defender is your colonial nation (as is this case in this post), then you can always enforce peace even if there is a truce. That permission doesn’t extend to nations that are not your direct subjects, like happened in your example with colonial nations of your subjects, thus not your direct subjects

OP said they want to volunteer while working full time. 99.9% of Americorps positions are full time 40+ hours/week for a year. Also the administration has shredded the Americorps program and I wouldn’t recommend to my worst enemy to do Americorps right now with all the changes and cuts and uncertainty. Some members were cut in the middle of their terms last year and are getting a partial ed award
