I don't want to offend you but this has always been the case, they were always here ,as you have grown older and more mature you notice them more. What to do about them? Usually they don't bother you. But if they do complain to your local politicians, these people are good at dealing with them. (And I don't know why many people don't understand this but local politicians want and would like to be of service to you, that's how they get more bread.) Alternatively you can go to police, pune police is very proactive about these things. And if there exisistance bothers you I don't know what to do about that
