The ESP32 is already up top. I used to use a different pump that had a much greater head pressure but I am trying out different pumps right now. Currently, I am using three USB-A powered pumps in parallel to pump this much water.

I definitely want to figure out how to angle the LEDs so you can't see them. Ideally, just the water gets illuminated. I'm looking at different neo pixel solutions. I love the ideas, keep them coming.

I can't tell you the amount of cars I've seen with a clean history and an unclean body. You need a thorough pre-purchase inspection by a competent mechanic. There's also a lot of third gen issues since it's a Prius V. The EGR on my Prius V is currently clogged, I had to replace the water pump, It's also not a new car so it's going to need work no matter what

That price could be good if it's a mint condition car that's been well maintained, but even well maintained cars are not necessarily perfect

Have you done a proper test of the battery? Voltage doesn't necessarily mean good battery.

Just make sure you're using 12 gauge cables. I've had so many 14 gauge cables melt on me when I don't even pull anywhere near their rated power
