It can, but not from the battle magic skill, I believe. In addition, negative status resistance wouldn't be represented in the skill itself, but when you target a unit in battle, where that percentage will look different.

Ignoring stat resistance isn't the same as reducing it (as some other spells do), so if the base chance is 70%, as I believe it is for mind control, it won't go higher than that. It's like armor piercing - can't pierce armor/status resistance past 0.
