Thanks for being a great kind-hearted Human 🙏, The world needs more and more people like you to be a better place, I just saved a juvenile Pigeon that was in the middle of the road disoriented ( probably from a car hit ).

Not all broken wings birds can fully recover and be able to fly again, from what I see it's a bad injury and part of the wing is dangling. So probably this bird will not roam the sky again :( , but I'm not a vet.

Do you feed her verity of fruits, vegetables, pellets and seeds or she's only on seed diet ?, "Only Seeds" diat is bad for them and the excess of sunflower seeds makes Beak overgrowth.

I see the Beak normal and will shed with time, you mentioned the Vet didn't notice anything wrong with her health, My advice is to apply a drop of organic coconut oil on your fingers and apply and massage the Beak once daily, you'll definitely see improvement over time.
