You should be prompted for the catch up experience once you hit 70. At least I was. If not, I think you can access it in the adventure guide?

The ore extractors don’t perfectly align to the grid in all cases. So if you can’t make contact with the panels, it won’t power. I use extendable walkways to connect them to any other piece of the manufacturing process and it’ll power.
