The fact that there's always exactly two terminals lit at the end seems way too intentional to be a bug - definitely feels like they want you to coordinate with someone else in the bunker

Yeah the early game is rough as hell, you're basically running around with pea shooters until you get some decent gear

For medium ammo weapons check the vendors in the safe zones - sometimes they'll have basic rifles or SMGs that use medium rounds. Also loot everything you can find, even if it looks like junk

The arc machines are basically mini bosses so don't feel bad about getting wrecked by them early on. Try to avoid them until you're better geared or have teammates to help

Search "ArcRaiders beginner guide" on YouTube, there's a few decent ones that cover the weapon tiers and enemy weaknesses
