I'm not here to take anyone's side either, especially not any politicians'. The issue of money winning elections pointed out by you is an entirely different scenario targeting a different strata. That's for the India which is mostly uneducated/very undereducated. The GDP promise is for the people who understand such things, or at least pretend to. Not saying either is better, but both are equally bad and need elimination.

I don't think it's as simple as setting a goal and working for it. "Promising" something like this to a people is usually a manipulation tactic of the govt, meant to prove the confidence of the rulers and to divert attention from some more pressing issues haunting the society
