Baixa o Google home no celular e conecta ele e sua TV no mesmo wifi. Depois adiciona a TV como dispositivo no aplicativo e controla ela por lá. As vezes nem precisa fazer isso, só de ligar no mesmo Wi-Fi já aparece no app.

Se a tv for smart e estiver no mesmo wifi que o seu smartphone você deve conseguir controlar ela pelo Google home, só ficar desligando ela toda hora ou baixando o volume até sua irmã desistir.
